I wanted to walk you through something that just came across my desk from CalMatters Housing that affects how we think about California real estate going forward. The Trump administration announced this week that it's reversing a rule that had restricted logging and road construction in undeveloped national forest areas, and this opens up more than four million acres of federally managed forest land here in California to potential new development and roads. Now, on the surface, the administration says this is about better forest management and reducing wildfire risk, but here's where it gets interesting for folks who live and own property in these regions.

According to CalMatters, U.S. Forest Service research actually shows that roads themselves are a major source of wildfire ignitions throughout California's national forests. Scientists looked at 26 years of fire data across four major California national forests and found that nearly two-thirds of human-caused fires in those areas started right along roadsides. This makes sense when you think about it: roads bring people, and people bring sparks, and those sparks find dry grass and other fuel. A national research study cited by CalMatters found that wildfire ignitions in national forests across the country are four times more likely to occur near roads compared to roadless or wilderness areas.

California's Natural Resources Secretary Wade Crowfoot pushed back hard on this plan, pointing out that the roadless rule hasn't actually prevented forest management work. He noted that over 240,000 acres of roadless land in California have already had vegetation treatments done to reduce fire risk, including work that helped protect communities during the 2021 Caldor Fire. Crowfoot warned that opening these backcountry areas to construction, timber harvests, and mining could actually put rural communities at greater risk and drive up firefighting costs. The Trump administration counters that rescinding the rule doesn't automatically mandate new roads or timber harvests, but would instead leave those decisions to local forest managers.

There's clearly skepticism from environmental advocates and some lawmakers about this approach. According to CalMatters, critics worry this is being driven by the administration's push to expand timber production, and they question why we'd add more roads when the Forest Service is already struggling to maintain the roads that exist. Retired Forest Service chiefs made the same point last year: much of the valuable timber has already been harvested from accessible areas, and what remains in these remote backcountry sections is difficult and expensive to reach anyway.

What I am seeing locally is that property owners and buyers in the East Bay and Fremont area need to pay attention to how this plays out. If new roads do get built into previously roadless national forest areas, that could eventually change access patterns and development pressures in surrounding communities. More immediately, anything that increases wildfire risk in these federal lands affects the insurance and liability picture for properties in nearby towns and rural areas. The real estate calculus in fire-prone regions is already complex, and this adds another layer of uncertainty to how land values and development potential might shift over time.
