Back in the early 1980s and again in the late 1990s, San Diego experienced rainfall well above normal, with rain falling on over seventy days in a season rather than the typical forty to forty-five days. But the 2015-16 El Niño event flipped that script, bringing drier conditions instead. The real wildcard, according to CalMatters, is something called atmospheric rivers, which aren't controlled by El Niño patterns themselves. These are narrow corridors in the atmosphere that funnel tropical moisture and can dump torrential rain in short periods.

The city learned a hard lesson about infrastructure vulnerability just recently. When Chollas Creek flooded in January 2024, it damaged roughly a thousand homes in one southeast San Diego neighborhood. Officials called it a once-in-a-thousand-year type event, but residents tell a different story. Many argue that decades of deferred maintenance on storm drain systems made the disaster worse. Thousands of flood survivors have filed lawsuits claiming the city failed to maintain the drainage infrastructure properly, and many are still dealing with health issues from the floodwaters and mold that followed.

According to their budget documents, San Diego has already invested over 800 million dollars in storm drain improvements, completing eighteen projects last year. But CalMatters found the city has identified 3.3 billion dollars in additional improvements still needed. The municipality is actively maintaining systems right now, cleaning channels and removing debris so water can flow freely during storms. County crews are also preparing by clearing drains, trimming vegetation, and preparing for what could come.
